What is Stormwater?

Human activity is largely responsible for the Stormwater pollution. Everything that we put on the ground or into the storm drain can end up in our water. Each of us has a responsibility to make sure these contaminants stay out of our water. Whether we have clean water is up to you.

The official definition of stormwater under the N.J.A.C. 7:14A rules is as follows
'Stormwater' means water resulting from precipitation (including rain and snow) that runs off the land's surface, is transmitted to the subsurface, or is captured by separate storm sewers or other sewage or drainage facilities, or conveyed by snow removal equipment.

Background
In 2004, NJDEP issued Stormwater Discharge General Permits to all municipalities in New Jersey operating a small municipal separate storm sewer system (MS4). Municipalities were identified as either “Tier A” or “Tier B.” Tier B municipalities were typically more rural in nature and had fewer permit requirements than Tier A municipalities. At that time, Alexandria Township was assigned a Tier B designation.  On July 1, 2022, all Tier B municipalities were reassigned to a Tier A designation, effectively ending the Tier B permit program effective with the expiration of General Permits on December 31, 2022. The reassignment results in new regulations and standards that were previously not required to be upheld by Tier B municipalities. Many municipalities, including Alexandria, filed an Adjudicatory Hearing Request to NJDEP objecting to the reassignment, and requesting additional time to comply with the Tier A regulations and standards. To date, NJDEP has not granted the requested hearing. On December 16, 2022, Alexandria Township received a Tier A General Permit renewal authorization from NJDEP. The master permit renewal was issued on November 30, 2022 and became effective as of January 1, 2023. A copy of the permit (NJPDES# NJG0149659) can be found below:
